Bylaw Enforcement is responsible for the investigation and enforcement of all our municipal bylaws. Bylaw officers can be found out and about in the community. These Officers are responsible for monitoring and enforcing:

  • the Animal Control Bylaw by bringing pets home safely, providing them with shelter when a home cannot be found and by ensuring the public is safe from aggressive animals
  • illegal dumping to keep roadways and public property clear of garbage
  • the Water Bylaw is abided by to ensure sufficient water resources
  • the dumping of environmental waste such as illegal substances being poured into the City's infrastructure
  • unauthorized encroachments on streets which impact free and safe pedestrian movement
  • excessive noise to ensure citizens' rights to a good quality of life
  • unnecessary idling to protect the air quality
  • fair access to parking for all citizens, including those with accessibility needs
  • free and unencumbered passage along sidewalks and pathways during all seasons

Storage of Recreational Vehicles

The storage of recreational vehicles is regulated by the City's Zoning Bylaws.

Recreational vehicles include:

  • trailers,
  • travel trailers,
  • motorized recreational vehicles,
  • boats,
  • all-terrain vehicles,
  • utility trailers,
  • snowmobiles and similar vehicles

In a residential area, a recreational vehicle may only be stored in within a garage, carport or in an interior side yard or rear yard. When stored in an interior side yard or rear yard the recreational vehicle cannot be located in a required parking space and must be located 1 metre (39 inches) or more from a lot line. The maximum length of a travel trailer permitted is 8.2 metres (26 feet 10 inches). Storage of recreational vehicles on vacant lots is not allowed.

A recreational vehicle may be temporarily parked in a front yard or exterior side yard for up to 72 hours a month (the 72 hour permission is to allow the recreational vehicle to be prepared for use).

Leaving a recreational vehicle parked in these locations longer than 72 hours is a violation of the City's Bylaw, for which staff are required to address through enforcement. The City's first priority in enforcement work is education working with residents to achieve cooperative compliance on violations. As a first step, Bylaw Officers will attend a property upon receiving a complaint related to a recreational vehicle to provide a Notice of Violation, which gives the property owner an opportunity for the vehicle to be re-located. Only in the event that the violation is not complied with will further enforcement steps be taken by City staff.

Noise Exemption Applications

Noise exemption applications are available by contacting the Licensing Office at  613-546-4291, ext. 3150. Applications will take approximately eight weeks to process and require the approval of City Council. An administration fee is payable with the application.
