Bylaw Enforcement is responsible for the investigation and enforcement of all our municipal bylaws. Bylaw officers can be found out and about in the community. These Officers are responsible for monitoring and enforcing:

  • the Animal Control Bylaw by bringing pets home safely, providing them with shelter when a home cannot be found and by ensuring the public is safe from aggressive animals
  • illegal dumping to keep roadways and public property clear of garbage
  • the Watering Bylaw is abided by to ensure sufficient water resources
  • the dumping of environmental waste such as illegal substances being poured into the City's infrastructure
  • unauthorized encroachments on streets which impact free and safe pedestrian movement
  • excessive noise to ensure citizens' rights to a good quality of life
  • unnecessary idling to protect the air quality
  • fair access to parking for all citizens, including those with accessibility needs
  • free and unencumbered passage along sidewalks and pathways during all seasons

Noise Control

To report noise infractions:

City Central/City West

  • Monday to Friday from 8:00 a.m. to 8:00 p.m., - 613-546-4291 ext. 3135
  • Saturday from 10:00 a.m. to 6:00 p.m. - 613-546-4291 ext. 3135
  • All other times contact Kingston Police at 613-549-4660.

City East

Noise Exemption Applications

Noise exemption applications are available by contacting the Licensing Office at  613-546-4291, ext. 3150. Applications will take approximately eight weeks to process and require the approval of City Council. An administration fee is payable with the application.

To report a garbage infraction:
