City and Utility budgets to be presented to Council next week for approval
Beginning November 25, 2013, City departments, Utilities Kingston and City-funded external agencies and boards will make their 2014 budget presentations to Council.
"Council asked staff to present the 2014 budget with a 2.5 per cent tax rate increase for the second year in a row, one of the lowest tax rates since amalgamation," said Mayor Mark Gerretsen. "Without reducing service levels, we will meet inflationary pressures, build a transit system people want to use, enhance our arts and culture and continue to invest in our infrastructure."
The recommended budgets represent the final stage in an annual planning process where Council priorities are translated into budget estimates. As part of the budget process, Council will hear presentations over three nights:
- November 25, 6 p.m. Budget Overview and City Departments
- November 26, 6 p.m. Utilities Kingston and External Agencies, Deliberations
- November 27, 6 p.m. Deliberations, if required
All presentations are open to the public.
"We have developed budget estimates that meet Council's financial targets, that reflect the priorities as directed in the Corporate Strategic Plan and that address a number of other priorities and expanded services as directed by council this past year", said Gerard Hunt, Chief Administrative Officer.
Council will be presented with a 2014 tax-supported operating budget of $318 million, which incorporates a 2.5 per cent tax rate increase, a capital budget of $58 million and utility-related budgets of $103 million. As part of that tax rate increase, the budget will address inflationary pressures, respond to increasing service demands and allocate 1 per cent to support revitalizing, building and enhancing local infrastructure.
