The City of Kingston has transferred its largest abandoned brownfield – the former I. Cohen & Sons property on Montreal and Railway streets – to PNHD Development Inc. for remediation and redevelopment.
"This is a very large brownfield site in the old industrial area located close to downtown – so returning it to productive use is a significant win for this area and Kingston's economy. Redevelopment of this property should help revitalize this area now being re-envisioned as part of the North King's Town secondary planning process," says Paul MacLatchy, director of environment and sustainable initiatives.
The 7-acre property has been vacant and under-used for the last 23 years and has been the subject of three failed tax sale request for proposals.
The third time was the charm: PNHD Development Inc. submitted its successful proposal and will remediate the lands to Ministry of the Environment & Climate Change standards. After remediation, it plans to develop the property in phases.

Initially, it will construct 30,000 to 50,000 square feet of new light industrial, commercial and office space.
PNHD hopes to attract entrepreneurs with new ideas and technologies to start-up and grow their businesses by offering tenant companies access to common shared services located on the property. Planned amenities will include a central hub space with shared services such as reception, board rooms, printer, and loading docks.
Eventually, PNHD expects to offer 115,000 to 225,000 square feet for future development based on market demands.
