Public Notice – Amendments to Council Procedural By-law

In accordance with the City of Kingston Public Notice Policy, the City of Kingston gives notice of its intention to amend By-Law Number 2021-41, the Council Procedural By-Law. Proposed amendments include:

  • Increasing the maximum number of delegations allowed at Council;
  • Limiting delegations at Council to reports that contain a recommended course of action. Delegations would not be permitted on reports to Council from Standing Committees or on information reports;
  • Disallowing motions that seek an official City position in response to spontaneous and/or international geopolitical events;
  • Housekeeping amendments related to electronic petitions, Council agenda structure, appointment of chairs and vice-chairs to Standing Committees, electronic voting systems, and renaming Town Hall meetings to Public Participation Meetings.

Further details, including a staff report and the proposed amending by-law, will be available on the City website as part of the Council agenda package which will be posted on September 12, 2024.The City Council meeting, at which this matter will be considered, is scheduled for Tuesday, September 17, 2024 to be held in Council Chamber at City Hall, 216 Ontario Street, Kingston, starting at 7:00 p.m.

Individuals wishing to address Council regarding the above matter must register as a delegation, by completing the delegation request form on the City of Kingston website.

Personal information collected may be used to make a decision on this matter and may form part of meeting agendas or minutes, and therefore may be made available to members of the public at the meetings, through requests, and through the website of The Corporation of the City of Kingston.
