Just a quick note from me today as we wanted to provide information on the City’s recent amendments to the Official Plan and Zoning Bylaw and let you know about a recommendation report for a new building downtown proceeding to Planning Committee on July 18.

City initiated administrative and housing amendments

Council approved housing and administrative amendments

On July 9, Council approved amendments to the Official Plan and zoning bylaws to support more opportunities for housing construction of all types in a variety of locations across the city. A Notice of Adoption of the Official Plan Amendment, Notices of Passing of the Zoning Bylaw Amendments and copies of the bylaws are available on DASH: D35-002-2024 (within this record window on DASH, choose “Supporting Information” from the “Record Info” drop-down menu to access the application materials).

The approved changes include:

  • New permissions allowing four units per lot in low-rise residential areas.
  • Upzoning a portion of the Campus Expansion Area for six-storey multi-unit residential buildings.
    Allowing affordable housing in most areas of the city.
  • Supporting housing innovation.
  • Delegating more applications as minor zoning bylaw amendments and reducing certain planning application fees.
  • Streamlining the approval process for multi-unit residential buildings along certain express transit routes.
  • Allowing the conversion of some existing non-residential buildings into residential.
  • Allowing employers and institutions to build workforce and institutional housing.
  • Implementing administrative amendments to correct, refine and simplify zoning.

Planning Committee

A recommendation report for a Zoning Bylaw Amendment is being heard on July 18, 2024 at Planning Committee for the lands located at 64 Barrack St. and 235 - 237 Wellington St., that would facilitate a 25 storey building with 344 homes consisting of 98 studio units, 200 one-bedrooms, 46 two-bedrooms and 250 square metres of commercial space at grade. The report can be found on the Planning Committee website.
