City declares significant weather event

The City of Kingston has declared a significant weather event following a Yellow Warning for snowfall warning issued by Environment Canada. Residents are advised to use extra caution and are reminded that winter maintenance service levels for roads and sidewalks may not be met due to forecasted heavy snowfall and cold temperatures lasting beyond the snowfall ending.  

Public Works staff continue to work clearing snow and ice from streets, sidewalks and bus shelters.  

In most weather events, Public Works pretreats the roads with an Anti-Ice Liquid (DLA). However, DLA is only effective when pavement temperatures are warmer than 10°C. At colder temperatures, DLA can freeze on contact, creating hazardous conditions. DLA will not be used during this weather event as we are expecting significant snowfall at very low temperatures, and it will not prevent bonding under extreme cold. 

Significant weather event  

Public Works has declared the significant weather event, meaning multiple weather hazards may pose a significant danger to sidewalk, bicycle lane and roadway users. We urge residents to please use extreme caution or avoid travel during this time.    

For residents preparing for waste collection, please ensure your collection bins are free from ice that could prevent them from opening. Automated waste containers and green bins cannot be collected if covered in ice.    

The Artillery Park Aquatic Centre is open overnight as a warming centre for those in need. 

Notice will be posted on our website and social media when the significant weather event declaration has ended. 

What makes a weather event significant? 

A significant weather event is defined as an approaching or occurring weather hazard with the potential to pose a significant danger to the users of highways (streets) within a municipality. When hazardous weather is expected, Environment Canada will issue an alert under its Public Weather Alerting Program. Provincial legislation was updated in 2018 to allow municipalities to declare a significant weather event. 

Be safe around snowplows 

Drivers: Stay three car-lengths behind a snowplow to allow for a safe stopping distance. Never cut off a snowplow. 

Pedestrians and caregivers: 

  • Assume the snowplow driver has NOT seen you.
  • If you see a snowplow, move off the sidewalk and into a yard where you can be seen.
  • Do not play on or make forts or tunnels in roadside snowbanks.
  • Never approach a snowplow, even when it has stopped.
