City of Kingston introduces non-resident recreation fees and registration changes

Beginning January 1, 2026, the City of Kingston will implement a 15% surcharge for non-residents using municipal recreation facilities. This change applies to fees for swimming lessons, facility rentals, memberships and other recreational programming. 

In addition, non-residents will be subject to a 72-hour registration delay for high-demand services such as aquatics lessons, leadership programming and aquatics drop-in programs including aquafit. These measures aim to ensure that the costs associated with City services, funded primarily by Kingston property taxes, are distributed fairly among residents and non-residents. 

Residency Verification Process 

To confirm residency status, the City will launch an address verification process. Residents will have an opportunity to verify their residency on their next visit and will have until May 31, 2026 to provide proof of residency either in-person or online. 

Verification requirements: 

  • Photo ID (e.g., driver’s licence, passport, health card)
  • Proof of Kingston address (a driver’s licence satisfies both requirements)
  • A valid MFAP card can be used as proof of residency   

Verification can be completed at any of the following locations: 

  • Kingston East Community Centre – 779 Highway 15
  • Rideau Heights Community Centre – 85 MacCauley St.
  • Artillery Park Aquatic Centre – 382 Bagot St.
  • INVISTA Centre – 1350 Gardiners Rd.
  • An online method of verification will be launched in 2026. Stay tuned to our social media channels and website for updates.  

Once your address has been verified by staff, you will see a checkmark and verification date under the Residency Verification tab of your recreation portal profile.
