City of Kingston Responds to Provincial Announcement of a Homelessness and Addictions Recovery Treatment Hub (HART Hub)
The City of Kingston acknowledges the Province of Ontario’s announcement regarding the establishment of a Homelessness and Addictions Recovery Treatment Hub (HART Hub) in Kingston and reaffirms our commitment to working with community partners to support residents experiencing addiction or homelessness.
As part of this transition, the Access and Support Centre at the Integrated Care Hub (ICH), operated by Addiction and Mental Health Services – Kingston, Frontenac, Lennox and Addington (AMHS-KFLA), will continue to function as a welcoming, low barrier space that provides connection, stability and essential supports as the community moves toward the launch of the HART Hub on October 1, 2026. The rest area and associated overnight shelter beds operating out of the ICH are expected to continue through this transition period and to be considered as part of future HART Hub planning. The City is committed to working collaboratively with health and social service providers, community partners, and the Province to support a thoughtful, well-coordinated transition to bring additional resources and coordinated supports to people experiencing homelessness or addiction through an integrated health and social services approach.
The City of Kingston values its ongoing partnerships with AMHS-KFLA, Kingston Community Health Centres (KCHC), and numerous community-based organizations that together contribute to housing stability, and recovery-oriented supports.
The City recognizes this announcement also includes the planned closure of the Consumption and Treatment Services (CTS) site at the Integrated Care Hub (ICH), currently operated by KCHC, scheduled for September 30, 2026. We understand that this transition may raise questions and concerns within the community and among people who rely on these services. The City will continue to work closely with KCHC, AMHS and other community partners and service providers as winddown and transition plans are developed and the new HART Hub services are fully defined.
