Expanded regional hospital access on the horizon with proposed complex in Kingston’s west end

Improved regional health care access is top of mind for community partners as municipal land in Kingston’s west end is being re-envisioned as the site of a future hospital. Kingston Health Sciences Centre (KHSC) has been developing plans for a new hospital complex to meet current and long-term regional health care needs.  

KHSC explored the possibility of redeveloping and expanding its current Kingston General and Hotel Dieu sites, but that option was not feasible, considering the region’s growing need for increasingly complex acute care services, and the structural obstacles on the existing sites. KHSC also explored other site options which were not feasible. 

“Kingston Health Sciences Centre has steadily grown since our 2017 integration. We are fortunate to be able to provide more specialized and tertiary care services to the growing population of Kingston and Southeastern Ontario. Consequently, we have outgrown our current facilities – Canada’s two oldest hospitals, which are increasingly more expensive to maintain. We are very grateful to the City of Kingston for providing land for the future home of KHSC!” stated David Pichora, President and CEO. 

To advance the planning process for this exciting development, the City of Kingston has committed up to 95 acres of undeveloped land at Clogg’s Road Business Park Area near Highway 401. KHSC identified this site as a strategic location to provide easier and faster regional hospital access, as well as opportunities for future expansion. 

“This is a significant moment for Kingston and the entire region,” said Mayor Bryan Paterson. “When KHSC approached the City in search of available land that could accommodate a new hospital complex, we quickly recognized that committing this land would be an investment in the long-term health and well-being of our growing population. The City is proud to partner with KHSC to help bring this future-focused hospital complex to life - one that will enhance access to specialized care and support the continued growth of our community for generations to come.” 

KHSC continues to work with the Ministry and Infrastructure Ontario to advance this new hospital complex, and KHSC is developing a master site plan for this property as directed by the Ministry. The City’s commitment of the business park lands will enable KHSC to continue its work with the Ministry of Health to secure approval and funding for hospital construction. However, the timeline for construction is still unknown as development of the new complex depends on the confirmation and timing of Ministry funding. KHSC is committed to working with the City to explore options for maintaining appropriate access to urgent care, mental health, and other essential services in the downtown core, while ensuring that the aging hospital infrastructure can be safely decommissioned as part of the broader redevelopment strategy.  

Community partners, including the City, are committed to working with KHSC to identify opportunities for services and businesses that could complement the future hospital complex. The City is comprehensively reviewing long-term growth and land use city-wide through the Official Plan & Integrated Mobility Plan, including the location of a new hospital on this identified site.  

City staff will work on securing employment lands in other parts of the city to replace the inventory of land being committed for hospital development.
