May 14: Notice of Passing By-Law to Amend By-Law Number 2017-88
Take Notice that the Council of The Corporation of the City of Kingston on May 5, 2026 passed By-Law Number 2026-58 under Section 30.1 of the Ontario Heritage Act, R.S.O. 1990, Chapter 0.18, to amend By-Law Number 2017-88 to remove “single limestone chimney on the northwest elevation” from the list of Cultural Heritage Attributes, as this structure no longer exists on the property at 2043 Sydenham Road, known as the Guess Farmhouse (Part Lot 18, Concession 5, being Part 1 on Reference Plan 13R-4194, City of Kingston, County of Frontenac).

Take notice that if the registered property owner(s) object to this By-Law they may file an appeal to the Ontario Land Tribunal in respect to all or part of this heritage designation by-law by filing a notice of appeal with the City Clerk either via the Ontario Land Tribunal e-file service (first-time users will need to register for a My Ontario Account) at https://olt.gov.on.ca/e-file-service/ by selecting Kingston (City): Clerk (Heritage appeals only) as the Approval Authority or by mail Kingston City Hall Attn: City Clerk, 216 Ontario Street, Kingston, ON, K7L 2Z3, no later than 4:30 p.m. on June 15, 2026. The filing of an appeal after 4:30 p.m., in person or electronically, will be deemed to have been received the next business day. The appeal fee of $1,100 can be paid online through e-file or by certified cheque/money order to the Minister of Finance, Province of Ontario. If you wish to appeal to the Ontario Land Tribunal (OLT) or request a fee reduction for an appeal, forms are available from the OLT website at OLT.gov.on.ca. If the e-file portal is down, you can submit your appeal to cityclerk@cityofkingston.ca.
