Notice of the Passing of a Development Charges By-Law for the City of Kingston: June 3
Take Notice that under Section 2 (1) of the Development Charges Act 1997, S.O., 1997 c. 27, as amended (the Act), By-Law Number 2025-142, Development Charges By-Law, was passed by the Council of The Corporation of the City of Kingston on May 20, 2025 and approved by Mayoral
Decision Number 2025-14 on May 20, 2025; and
Take Notice that any person or organization may appeal to the Ontario Land Tribunal under Section 14 of the Act, in respect of the Development Charges By-Law Number 2025-142, by filing a notice of appeal with the City Clerk either via the Ontario Land Tribunal (OLT) e-file service (first-time users will need to register for a My Ontario Account) at https://olt.gov.on.ca/e-file-service/ by selecting Kingston (City) - Clerk as the Approval Authority or by mail to 216 Ontario Street, Kingston, ON K7L 2Z3, no later than 4:30 p.m. on June 30, 2025. The filing of an appeal after 4:30 p.m., in person or electronically, will be deemed to have been received the next business day. The appeal fee can be paid online through e-file or by certified cheque/money order to the Minister of Finance, Province of Ontario. Please refer to the fee chart at https://olt.gov.on.ca/fee-chart/. If you wish to
appeal to the OLT or request a fee reduction for an appeal, forms are available from the OLT website at www.olt.gov.on.ca. If the e-file portal is down, you can submit your appeal to CityClerk@CityofKingston.ca.

All charges in the table are subject to annual indexing on September 1st each year in accordance with the Development Charges By-Law
provisions.
No key map has been provided as the Development Charges By-Law is applicable to all lands located within the City of Kingston municipal
boundary. The Urban Services charge is applicable to all lands in the City of Kingston that are served by municipal wastewater, water and/or
stormwater services.
A complete copy of the Development Charges By-Law is available for examination at the Office of the City Clerk between the hours of 8:30 a.m. to 4:30 p.m., Monday to Friday, at 216 Ontario St., Kingston, ON.
