Public notice: proposed amendment to Local Improvement Charges bylaw

In accordance with the Public Notice Policy, the Council of The Corporation of the City of Kingston hereby gives notice of its intention to amend the Local Improvement Charges bylaw, By-law Number 2021-23, entitled “A By-Law to Authorize the Undertaking of Energy Efficiency and Water Conservation Works on Private Residential Property as Local Improvements under the Better Homes Kingston Program (BHKP), as Amended”.

The Better Home Kingston Program (“BHK”) is designed to extend municipal financing to participating homeowners for the installation of qualifying building envelope, thermal, power, and water improvements and related energy assessments, and to secure payment by imposing a local improvement charge on the property, as authorized by Ontario Regulation 586/06, Local Improvement Charges – Priority Lien Status, enacted under the Municipal Act, 2001, S.O. 2001, c. 25.

The meeting, at which this matter will be considered, is scheduled for Tuesday, April 14, 2026, hosted at City Hall, 216 Ontario Street, Kingston, starting at 6:00 p.m at the Environmental, Infrastructure, Transportation Policies Committee.

Individuals wishing to speak  on this matter may do so by attending the meeting in person; advance registration is not required.
