New hours of operation and service changes coming to City Hall Payment Centre Nov. 2

The City’s Payment Centre, located in City Hall at 216 Ontario St., will be implementing new hours of operation and service changes effective Monday, Nov. 2, 2026.  

The new hours of operation at the Payment Centre will be: 

• 8:30 a.m. to 4 p.m. on Mondays, Tuesdays and Thursdays with a mid-day closure from 12-1:30 p.m. on those days.
• Fully closed to the public on Wednesdays and Fridays. 

The following services offered at the Payment Centre will be moving to an appointment-based system:  

• Commissioner of Oaths
• Vital statistics

Alternative options for making City of Kingston payments 

Payments for City of Kingston Property Taxes, Utilities Kingston Bills, parking permit renewals and tickets, and Kingston Transit pass renewals can be made using the following methods: 

Property Taxes & Utilities Kingston Bills 

• Through your financial institution.
• You can also set up preauthorized debit payments.
  By mail to: City of Kingston

• By 24-hr collection box: put your bill slip in an envelope with a cheque and drop it into the collection box on the door of City Hall's Market Street entrance or at 1211 John Counter Blvd. We do not accept cash payments in the collection box. Remember to make cheques payable to the City of Kingston.
• By credit card through Paymentus: Service charges apply to all payments made through Paymentus. 

Parking Tickets & Parking Permit Renewals 

• Online via CityofKingston.ca/pay
• By mail to: City of Kingston
