Starting Oct. 1, 2026, the City of Kingston will assume responsibility for regulating and licensing local taxicab services, with no interruption to taxi operations.
The KATC office closes Sept. 25, and City licensing services reopen Oct. 5 at 1211 John Counter Blvd.
Effective October 1, 2026, the City of Kingston assumes responsibility for the administration, licensing and enforcement of passenger transportation services within the municipality.
The transition from the Kingston Area Taxi Commission (KATC) to the City creates a modern, streamlined licensing program that supports public safety, accessibility, customer service and regulatory compliance.
Taxicab services are regulated under the Passenger Transportation Services By-Law (not in effect until Oct. 1), while Transportation Network Companies (TNCs) are regulated under the Transportation Network Company By-Law.
Applying for a new licence - Taxicabs or Broker licences
New Taxicab Driver licences and Broker licences applicants can submit their application online.
Before we can review your application, you must send all supporting documents by e-mail to transportationlicensing@cityofkingston.ca or delivered in person by attending the Licensing Services counter at 1211 John Counter Blvd., Kingston.
Applicants will receive an email once their licence has been approved.
Note: The City is not issuing new Taxicab plates at the moment.
Important: The Member’s Portal is only available after your licence is approved. New applicants cannot use the portal to submit an initial licence application or supporting documentation.

The Passenger Transportation Services Members’ portal wil transition to City of Kingston operation and will be unavailable from Sept. 25 until Oct. 1.
Once your application is approved you will receive instructions to access the Passenger Transportation Services member's online portal. In the portal, you can review and update personal/business information, submit updated documents, renew licences annually and get access to various forms.
Who needs a licence
Individuals interested in working in transportation services need an appropriate licence depending on the nature of their work.
- Taxicab Driver's licence: required for individuals operating a taxicab providing service to the public.
- Plateholder taxi plate/vehicle registration: required for individuals that want to register vehicles/taxicabs for public service. To obtain a taxi plate, you need a valid driver's licence.
- Each vehicle that will be used to provide taxicab services needs to be registered.
Note: The City is not issuing new Taxicab plates currently.
- Broker licence: required for businesses interested in providing passenger transportation services to the public. For example, dispatching taxicab services.
