Taxicab Driver Licence
People who drive taxicabs must have a Taxicab Driver Licence. This licence does not apply to Transportation Network Company (TNC) drivers.
TNCs must establish and administer driver screening criteria approved by the City. Find more information about TNCs in the Transportation Network Company By-Law.
Taxicab Drivers must be affiliated with one of the following Taxicab Brokers licensed with the City of Kingston:

Fees and requirements
The annual licence fee is $150 for new drivers and $135 to renew a licence.
To apply for or renew a licence, you need to submit the following:
- Completed application
- Proof of age of majority in the form of valid Government-issued photo id
- Proof that you can legally work in Canada in the form of one of the following:
- Canadian citizenship
- Permanent resident status
- Valid work permit issued by the Government of Canada
- Unrestricted Ontario class ‘G’ driver’s licence
- Level 3 Criminal Record Check that includes Judicial Matters and Vulnerable Sector (dated within 90 days of the application)
- 3-year statement of driving record (Driver’s Abstract) issued by the Ontario Ministry of Transportation (dated within 30 days of the application)
- Proof of at least 3 years of driving history (if your driver's licence and driver's abstract do not demonstrate this already)
- Proof of completion of an approved training program
- Letter of Association from a licensed taxicab broker

Until September 25th, New Taxicab Driver licence applicants can apply through the Kingston Area Taxi Commission website.
After September 25th, please contact transportationlicensing@cityofkingston.ca to obtain an application or attend the Licensing Services counter at 1211 John Counter Blvd., Kingston.
Applications - Renewing a licence
The Passenger Transportation Services Members’ portal wil transition to City of Kingston operation and will be unavailable from Sept. 25 until Oct. 1.
You can renew your Taxicab Driver Licence online through the Transportation Services Members' Portal or in person by attending the Licensing Services counter at 1211 John Counter Blvd., Kingston.
