Municipal Service Corporation
The City is exploring the creation of a Municipal Services Corporation (MSC) to deliver water and wastewater services.
What is a Municipal Services Corporation
A Municipal Service Corporation is created by a municipality to manage specific services or assets. The MSC can only provide services that the City would normally offer and is established according to the rules of Ontario Regulation 599/06 under the Municipal Act, 2001.
This service model provides greater financial flexibility, enabling us to access alternative financing and leverage borrowing capacity beyond municipal limits. Additionally, it opens up revenue opportunities through shared services and potential third-party contracts.

MSC Governance
The MSC will be fully owned by the City of Kingston and will operate independently. It is not a private company; it will still be accountable to the public and subject to municipal oversight and local decision-making. This structure allows for better management with a board and management team dedicated to water and wastewater services.
